Massa Products Corp.,* Hingham, Massachusetts, was awarded a $13,763,310 firm-fixed-price, indefinite-delivery/indefinite-quantity contract for support of SP24 navigation submarine program. This contract combines purchases for the U.S. government (33%); and the government of the United Kingdom (67%) under the Foreign Military Sales (FMS) program. Work will be performed in Hingham, Massachusetts, and is expected to be completed by April 2026. Fiscal 2021 other procurement (Navy) funds in the amount of $428,426 (33%); and FMS United Kingdom funds in the amount of $856,852 (67%) will be obligated at time of award and will not expire at the end of the current fiscal year. This contract was not competitively procured in accordance with 10 U.S. Code 2304(c)(1) — only one responsible source and no other supplies or services will satisfy agency requirements. Massa Products Corp., Hingham, Massachusetts, is being awarded a $32,419,133 firm-fixed-price, indefinite-delivery/indefinite-quantity (IDIQ) contract for the design, document, manufacture, test, package, and delivery of hydrophones. The requirement is to deliver hydrophones for new construction platforms to support shipyard installation schedules and to replace failed hydrophones for all in-service platforms. As this is an IDIQ contract, in which only a minimum guarantee is established and all firm government requirements will be established at the order level, it does not include options. Work will be performed in Hingham, Massachusetts, and is expected to be completed by July 2024. Fiscal 2019 shipbuilding and conversion (Navy) funding in the amount of $1,051,578 will be obligated at the time of award via the first delivery order and will not expire at the end of the current fiscal year. The contract was competitively procured via the Federal Business Opportunities website, with one offer received. The Naval Undersea Warfare Center Division Newport, Newport, Rhode Island, is the contracting activity (N66604-19-D-F900).
Customized Military Applications
Massa has developed, and continues to develop, a wide variety of underwater electroacoustic transducers and systems that have been used for virtually every military requirement. These include low-frequency, high-power sonar for surveillance, mid-frequency sonar for surface ships, passive and active submarine sonar, anti-mine sonar, acoustic torpedoes, underwater navigation and communication systems, biomimetic autonomous vehicles, harbor defense systems, and more.

For 75 years, Massa has successfully performed on over 675 sonar design development and production contracts, with over 60 contracts having been received in the last five years. Many of these contracts required advancing the state of the art in sonar technology, and virtually all were delivered on or ahead of schedule.
Many of our recent military contracts have been to produce transducers for the military sonar systems currently used on U.S. Submarines. Massa has also received contracts for MK-30 MOD 1 and MK-30 MOD 2 Towed Arrays.
